He was born on August 8, 1984, in Bhopal, Madhya Pradesh, and grew up in a family that valued hard work. His father, V.K. Atulkar, was a Sub-Divisional Officer in the Indian Forest Service, and his brother served in the Indian Army. After completing his BCom degree, he appeared for the UPSC Civil Services Exam. 2006, he cleared it on his first attempt, securing an All India Rank (AIR) of 258.

In 2023, he was appointed the Deputy Inspector General (DIG) of Chhindwara. His leadership continues to make a lasting impact, from maintaining law and order to working on public welfare.
